A group of scholars write that Puerto Rico continues to undergo a crisis of constitutional identity stemming from increasing control of the territory by the federal government. The authors review the constitutional history of the relationship between the federal government and Puerto Rico and suggest that only a resumption of “creative statesmanship” can answer the question of the territory’s constitutional status.
