Efforts are underway to update the Basque Country’s forty year old Statute of Autonomy. Michael Keating suggests that the difficulty the parties have encountered in doing so stem from profound political differences between what the nature of the Basque Country is and how the region should fit within Spain. Keating holds out little hope that the issues can be resolved by the committee of legal experts assigned the task of updating the statute. Read more here.
