A Political Reckoning for the SALT Cap?

Richard Grossman writes that the Trump administration claimed that capping the state and local tax (SALT) deduction in the new tax law would end the federal government’s wasteful subsidy of high-spending state governments. Grossman contends that this has the situation backwards — that taxes in red states are too low to support education and other critical public services at an appropriate level.
