The Pennsylvania Supreme Court has struck down the state’s 2011 congressional district map as unconstitutional. The Republican Party has appealed the ruling to the U.S. Supreme Court, but because the ruling is based on Pennsylvania’s state constitution, the Supreme Court’s basis for accepting the appeal is unclear.
