Partisan Gerrymandering Rejected Again by Federal Court

A three-judge panel has declared North Carolina’s congressional district map unconstitutional. In January, the judges had ruled the state’s map unconstitutional on grounds that it gave Republicans an unfair advantage. The case was reconsidered by the court after the U.S. Supreme Court issued new guidelines for evaluating such cases.
