The Brennan Center for Justice’s Michael Li writes about the uncertainties created by the latest North Carolina gerrymandering ruling handed down by a three-judge federal court. Li notes that it is unclear who — the court or the state legislature — will redraw the map, and whether the new map will be in place in time for the 2018 midterm election.
