The European Court of Justice’s advocate general has issued a non-binding opinion stating that the United Kingdom can unilaterally cancel its proposed exit from the European Union. A group of Scottish leaders had requested the opinion, which they hope will encourage Parliament to hold off on Prime Minister Theresa May’s exit proposal and consider holding a new referendum on the issue.
