Rosenbaum writes that localities “operate in environments of state-imposed stress” due in part to an increasingly voluminous number of state-mandated reporting requirements that “legislatures have imposed . . . reflexively.” Rosenbaum contends that this system of reporting has by now assumed “a regulatory flavor,” but is understudied.
