Is Federalism Broken?

Peter Harkness writes that the intergovernmental democratic process in the United States has become increasingly dysfunctional during the last two decades. Harkness points to the U.S. House’s bipartisan Speaker’s Task Force on Intergovernmental Affairs as a possible way to energize efforts to restore federalism, but says that the task force faces “excruciatingly difficult” challenges.
