An international group of scholars has studied Canadian and German intergovernmental responses to climate change. They suggest that because the effects of climate change are highly localized, federal systems make policy experimentation easier. They also conclude that, in other ways, federalism offers greater challenges than those faced by unitary systems. Read more here.
