Immigration and Devolution in Canada

Davide Strazzari notes that the Canadian government has devolved considerable migrant selection powers to all the provinces rather than just Quebec, as had been done previously. He writes that recently, however, the federal government has recentralized some of its immigration policies in ways that do not affect Quebec. This suggests, according to Strazzari, that the federal government exercises more influence on immigration policy when the policy is not based on linguistic or ethnic reasons. Read more here.
