Hong Kong’s Basic Law and National Security Legislation

Feng Lin and Mengtian Fei write that despite China’s claims to be a unitary nation, some scholars have argued that it functions as a quasi-federal system — at least in regard to Hong Kong because of that region’s “mini-constitution” or Basic Law. The authors contend that Hong Kong retains considerable powers, especially in regard to national security legislation. Read more here.
