Anna Gamper of the University of Innsbruck offers an overview of the origins of Austria’s federal structure in the years following World War I. Gamper suggests that although it is appropriate to think of the republic at the time as a hybrid federation, “it required more engineering to develop full-fledged federalism.” Read more here.
