Alfred C. Stepan of Columbia University passed away on September 27, 2017, in New York City at the age of 81. He made important contributions to the study of federalism and was perhaps best known for his article: “Federalism and Democracy: Beyond the U.S. Model,” Journal of Democracy 10:4 (October 1999): 19-34.
