Federalism, Medicaid, and Capricious Services Delivery

In her new book, Fragmented Democracy: Medicaid, Federalism, and Unequal Politics, Jamila Michener contends that although Medicaid is a federal program, its implementation varies widely from state to state, even from neighborhood to neighborhood.
