Exit Clauses in Federal Systems

Martijn Huysmans writes that, unlike the European Union, most federations lack exit clauses. He contends that in the case of the EU, an “exit-voice logic” is present at the base of the union’s exit clause. He further suggests that, generally speaking, in heterogeneous federations formed through voluntary membership, prospective members might require the right to exit in order to join. Read more here.
