The Canadian Supreme Court has begun hearing a challenge by several provinces to the federal government’s carbon tax. Justice Malcolm Rowe referred to the notion of cooperative federalism in the case as “cooperative federalism — or else,” but other justices appeared more sympathetic to the national government’s case.
