Noel K. Felongco, the lead convenor of the National Anti-Poverty Commission, has proposed that a nationwide referendum be held to speed the nation’s shift to federalism. Felongco said that a referendum would be “a better alternative since both houses of Congress are not keen on pushing for federalism through Charter change.” Read more here.
