Arkansas is the first state to implement work requirements for Medicaid, but thirteen other states are pursuing the idea. Catherine Rampell contends that the Arkansas program has “proved disastrous,” in part because the state accepts work-hour reports from enrollees only via an online portal, and not by telephone, in person, or by mail.
