Federalism and Diversity-Driven Conflicts

Thomas O. Hueglin has published an Occasional Paper with the Forum of Federations entitled “Coping with Diversity: Federalism and the Return of History.” He argues that resolving diversity-driven conflicts very much depends on the availability of adequate formal or informal mechanisms for intergovernmental cooperation and compromise.
