In this article, Dave Owen notes that much scholarly attention has been devoted to the cooperative federalism that exists between the federal government and the states. Owen suggests that what he calls cooperative “subfederalism,” or the lesser studied phenomena of cooperative federalism between the states and local governments, is due for more consideration.
