The European Court of Justice's advocate general has issued a non-binding opinion stating that the United Kingdom can unilaterally cancel its proposed exit from the European Union. A group of Scottish leaders had requested the opinion, which they hope will encourage Parliament to hold off on Prime Minister Theresa May's exit proposal and consider holding a new referendum on the issue. Ilya Somin writes that another such referendum would be legal and appropriate, arguing that "those who live by the sword of the referendum must risk dying by it, as well."
