John Erik Fossom argues that federalism offers a better understanding of what the European Union is, the challenges it faces, and the kinds of solutions available to it than do other conceptions such as multilevel governance. Fossum argues that the EU's status as a multi-headed entity has limited its ability to deal with challenges such as the global economic crisis of 2008. Fossom suggests that the Canadian experience since the 1980s provides valuable lessons for thinking about the EU's structure. Read more here.
