Veldon Coburn writes that the federal government's splitting of Indigenous and Northern Affairs Canada into two agencies has less to do with devolving autonomy to aboriginal peoples and more to do with a pattern of coercive federalism by the federal government. Coburn contends that in the last three decades of fiscal federalism, devolution of programs and services "has often been more burdensome than beneficial." Read more here.
