Shitong Qiao explores the interaction of national versus local rights in land in China. Qiao contends that federalism in China weakens land rights (via vigorous application of eminent domain) in favor of mobile capital, and thus should be known as "rights-weakening federalism." Qiao also suggests that the study of land rights and federalism in China provide a useful basis for a broader discussion of what role federalism plays, or should play, in land rights.
