Canadian Pipeline Poses a Challenge to Cooperative Federalism

Brent Rathgeber writes that Canadian cooperative federalism might have entered a "new and awkward" phase over the stalled expansion of Kinder Morgan's Trans Mountain pipeline. The project has put the provinces of Alberta and British Columbia at odds, with the latter province launching environmentally based opposition to the extension of lines that would allow Alberta to export more oil. Rathgeber declares that Prime Minister Justin Thoreau's recent statement that the pipeline "will get built" is ill-considered because the issue is almost entirely out of his control. Read more here.
