Thomas Burke’s Contributions to Federalism

Aaron N. Coleman and Adam L. Tate note that Section II of the Articles of Confederation preserved to the states all powers not specifically delegated to the national government. They write that the author of this section, Thomas Burke, is not well known. Coleman and Tate seek to shed light on Burke, claiming that earlier “portrayals glimpse pieces of Burke while missing his greater significance as a theorist of federalism.” Read more here.
